BACKGROUND:

 

Various state commissions, advisory committees and boards include among the designated members a specified number of legislators as nonvoting members.  These entities include the State Gambling Commission, the Advisory Committee on Minority and Women's Business Enterprises, the Air Transportation Commission, the Horse Racing Commission, and the Correctional Industries Board of Directors.  It is asserted that the legislative members bring to these commissions, committees and boards valuable expertise and institutional memory and should be permitted to be voting members.

 

SUMMARY:

 

The legislative members of the State Gambling Commission, Advisory Committee on Minority and Women's Business Enterprises, Air Transportation Commission, Horse Racing Commission, and Correctional Industries Board of Directors shall be voting members.
