     AN ACT Relating to safety in school plant facilities; amending RCW 28A.525.200; and adding a new section to chapter 28A.525 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 28A.525 RCW to read as follows:

     School districts whose applications for state assistance in providing school plant facilities include construction, repairs, or improvements on or off the school site designed to improve transportation safety for students shall be eligible for state assistance for such construction, repairs, or improvements.  The amount of state assistance for which a district is eligible under this section shall be established by the state board of education in accordance with RCW 28A.525.166.  The state board of education shall adopt rules for awarding matching funds to eligible school districts.  The state assistance for transportation safety improvements provided in this section shall not be considered basic education and shall be in addition to state assistance for which a school district would otherwise be eligible under RCW 28A.525.160 through 28A.525.182.

     Sec. 2.  RCW 28A.525.200 and 1990 c 33 s 465 are each amended to read as follows:

     Notwithstanding any other provision of RCW 28A.525.010 through 28A.525.222, the allocation and distribution of funds by the state board of education which are now or may hereafter be appropriated for the purposes of providing assistance in the construction of school plant facilities shall be governed by RCW 28A.525.010 through 28A.525.080, ((and)) 28A.525.162 through 28A.525.178, and section 1 of this 1991 act.
