AN ACT Relating to student assessment; creating new sections; and making an appropriation.

NEW SECTION.  Sec. 1.      The legislature finds that there is an over reliance on written tests in our schools.  In daily life, it is extremely important that children and adults be able to communicate verbally.  In addition, some students, due to differences in learning styles and abilities, may have mastered material, but are unable to communicate that mastery in writing.

NEW SECTION.  Sec. 2.      The superintendent of public instruction shall summarize current research and information on the use of oral tests as an assessment tool, and develop instructional material for certificated instructional personnel that provides information on how to structure, deliver, and evaluate oral tests.  Copies of the report and instructional material shall be distributed to every public school in the state by September 1, 1992.

NEW SECTION.  Sec. 3.      The sum of thirty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction for the purposes of section 2 of this act.
