     AN ACT Relating to capital appropriations for a community and 1994 World Cup soccer facility; creating a new section; making an appropriation; providing an effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The legislature finds that sports events and sports-related capital facilities can be a source of economic benefit to host communities, and that hosting sports events can be a useful element in a community's economic development strategy.  The legislature finds that Washington has a strong, community-based soccer program extending from youth through collegiate levels.  The legislature finds that the 1994 World Cup Soccer Games will be held in the United States at a location or locations to be selected from among competing communities across the country.  A World Cup soccer facility would make a permanent and beneficial contribution to the Washington community soccer program.  Therefore the legislature declares that it is the policy of the state of Washington to assist local communities in developing a community soccer facility suitable for World Cup soccer competition.

 

     NEW SECTION.  Sec. 2. 

     FOR THE DEPARTMENT OF COMMUNITY DEVELOPMENT

     Providing grants for the construction or renovation of sports facilities for the 1994 World Cup Soccer Games.

     The appropriation in this section is subject to the following conditions and limitations:

     (1) Grants may be awarded only to public corporation or commissions created under RCW 35.21.730 through 35.21.757, public facility authority created under chapter 36.100 RCW, higher education institution as defined in RCW 28B.07.020, or institution of higher education as defined in RCW 28B.10.016 for the purpose of operating and managing sports facilities for the 1994 World Cup Soccer Games;

     (2) Before receiving a grant, the public corporation, commission, facility authority, or higher education institution shall demonstrate an ability to complete the construction or renovation of the sports facility; and

     (3) Grants shall not exceed fifty percent of the total construction or renovation cost as determined by the department.

     NEW SECTION.  Sec. 3.      This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1991.
