     AN ACT Relating to drivers' licenses; and adding a new section to chapter 46.20 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 46.20 RCW to read as follows:

     The department shall not issue a new or renewed driver's license to a person who is the registered owner of a vehicle provided towing and storage services unless the person has paid in full any sums owing under RCW 46.55.140.
