     AN ACT Relating to community college faculty; adding new sections to chapter 28B.50 RCW; providing a contingent effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.50 RCW to read as follows:

     The legislature places the highest priority on improving the quality of instruction in Washington's community colleges.  The legislature recognizes that meeting the needs of our community college students and reaching the goal of providing the highest quality education possible is best achieved by the use of full-time faculty in the instructional process.  The legislature further recognizes that there is a legitimate need for part-time faculty in supplementing existing full-time faculty and that part-time faculty provide the flexibility and specialized expertise necessary to meet the unique demands of community college instruction.  It is the intent of the legislature, however, that part-time faculty be used solely to supplement existing full-time faculty and not to replace them, that part-time faculty not be hired as a source of inexpensive labor who are denied equitable wage and benefit compensation, and that part-time faculty be used only in those instances in which a full-time position cannot be generated given the workload, or when specialized expertise is required.  It is the intent of the legislature that the use of part-time faculty in Washington's community colleges be significantly reduced and that an appropriate number of full-time positions be created in order to enhance the quality of community college instruction and provide for a more equitable treatment of community college faculty.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 28B.50 RCW to read as follows:

     (1) By July 1, 1995, at least seventy-five percent of all full-time equivalent faculty in Washington's community college system shall be full-time faculty.  Up to twenty-five percent of all full-time equivalent faculty may be part-time faculty. This ratio shall be achieved in a phased-in manner by July 1, 1995.

     (2) This section shall not be construed to prohibit or discourage job sharing of full-time positions.

 

     NEW SECTION.  Sec. 3.      (1) If funding for the purposes of section 2 of this act is not provided by the legislature by June 30, 1991, section 2 of this act shall be null and void.

     (2) If funding for section 2 of this act is provided by the legislature by June 30, 1991, section 2 of this act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1991.
