     AN ACT Relating to development of self-esteem and social responsibility; adding new sections to chapter 28A.300 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The development of self-esteem and social responsibility are important for the success of children in all aspects of life.  It is important that school districts aid children in the development of a strong self-image and sense of personal and social responsibility.  To pursue these goals the legislature hereby creates the self-image and personal responsibility grant program.

 

     NEW SECTION.  Sec. 2.      (1) The superintendent of public instruction may grant funds to school districts to develop and implement self-image and personal responsibility curriculum for their district.  The program shall include development of a curriculum and in-service training for teachers on the impact of self-image on students and how to develop a strong self-image and sense of personal responsibility in their students.

     (2) Interested school districts shall file an application for grant money that includes the following:

     (a) The steps the district intends to take to develop staff and student self-image and personal responsibility;

     (b) Evidence of community support for the development and implementation of such curriculum;

     (c) A letter of commitment to share the curriculum developed by the district with one other district, including assisting in staff training for the district; and

     (d) An estimate of the cost for development of the curriculum, staff in-service training, and training for students.

 

     NEW SECTION.  Sec. 3.      The superintendent of public instruction may adopt rules to implement the self-image and personal responsibility grant program.

 

     NEW SECTION.  Sec. 4.      Sections 1 through 3 of this act are each added to chapter 28A.300 RCW.

 

     NEW SECTION.  Sec. 5.      The sum of three hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the superintendent of public instruction for the purposes of this act.
