     AN ACT Relating to third party administrators for insurance; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The commissioner shall conduct a study of regulatory policies relating to third party administrators.  In conducting this study, the commissioner shall convene periodic meetings with interested parties including but not limited to the following:  Insurers, health care service contractors, health maintenance organizations, employers, third party administrators, multiple employer trusts and similar entities, and agents and brokers licensed to sell life, disability, property, or casualty insurance.  The commissioner shall report the findings resulting from the study, together with any proposed legislation, to the financial institutions and insurance committees of the house and senate not later than December 1, 1991.  In preparing the report required by this section, the commissioner shall fully consider the positions and recommendations of all interested parties.  The commissioner shall review with interested parties model legislation developed by the national association of insurance commissioners, measures adopted or considered by other states which are of appropriate interest, and draft language submitted by interested parties.  This section shall expire on January 1, 1992.
