Read first time February 1, 1991.  Referred to Committee on Higher Education\Appropriations.Requiring that faculty at the state's regional universities, state college, and community colleges be paid salaries at least equivalent to K-12 teachers.


     AN ACT Relating to faculty salaries in higher education; adding new sections to chapter 28B.10 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      It is the intent of the legislature that faculty who teach in the state's public colleges and universities be paid not less than teachers with equivalent education and experience who teach in the state's public kindergarten-through-twelfth-grade education system.

 

     NEW SECTION.  Sec. 2.      Unless the context clearly requires otherwise, the definitions in this section apply throughout sections 3 and 4 of this act.

     (1) "Fiscal period" means fiscal period as defined in RCW 43.88.020.

     (2) "K-12 salary allocation schedule" means, for any fiscal period, the salary allocation schedule, if one exists, that is set forth for the public kindergarten-through-twelfth-grade education system in the omnibus operating budget appropriations act for that fiscal period, after adjusting the schedule to include the state-wide average amount that is paid pursuant to local school district supplemental contracts during the same fiscal period.

 

     NEW SECTION.  Sec. 3.      For each fiscal period, the legislature shall make appropriations for full-time faculty salaries to each regional university, to The Evergreen State College, and to the community college system in an amount at least equivalent to the amount produced by applying to that institution or system's full-time faculty the K-12 salary allocation schedule.  The office of financial management shall determine the minimum salary funding requirements for each institution and system and shall report these amounts to the fiscal committees of the house of representatives and senate by December 1 of each year.

 

     NEW SECTION.  Sec. 4.      For each fiscal period, each regional university, The Evergreen State College, and the community college system shall use salary funds provided by the legislature to ensure that each full-time faculty member is paid an amount at least equivalent to the amount that member would receive if the member's salary were determined using the K-12 salary allocation schedule.

 

     NEW SECTION.  Sec. 5.      Sections 2 through 4 of this act are each added to chapter 28B.10 RCW.
