Read first time February 27, 1991.  Directing the superintendent of public instruction to study the college transcripts of certificated instructional staff.


     AN ACT Relating to transcript review; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      (1) The superintendent of public instruction shall conduct a random sample survey of school districts in order to estimate the number of credits earned by certificated instructional staff prior to obtaining their first bachelor's degree.  Based on the sample, the superintendent of public instruction shall estimate the additional biennial state-wide cost of defining a bachelor's degree as one hundred eighty college quarter hours, or its equivalent, for purposes of the state-wide allocation schedule for certificated instructional staff.

     (2) Results of the survey and the cost estimates shall be submitted to the education and fiscal committees of the senate and house of representatives by December 1, 1991.

     (3) This section shall expire December 1, 1991.
