Read first time March 11, 1991.  Creating the fire services trust fund.


     AN ACT Relating to funding the fire services trust fund; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  It is necessary for the health, safety, and welfare of the people of the state of Washington that all fire service personnel in the state have access to training in order that they may perform their life and property saving duties in a safe and competent manner.  Modern training techniques and training equipment are necessary to ensure as far as possible the safety and effectiveness of both paid and volunteer fire service personnel.  The safety of the lives and property of the people of the state depend on trained fire service personnel.  It is also found by the legislature to be necessary for health, safety, and welfare of the people that state-provided fire investigations, fire code enforcement, public education on fire prevention, and administration of these activities be funded in a dependable manner.  It is the intent of the legislature that the revenue derived as a result of the enactment of chapter ..., Laws of 1991 (SHB 1833) be used for funding fire service training.

 

     NEW SECTION.  Sec. 2.  Six million eight hundred thousand dollars, or so much thereof as may be necessary, is appropriated from the general fund to the department of community development for the fiscal biennium ending June 30, 1993, for the fire services training program.

 

     NEW SECTION.  Sec. 3.  Unless chapter ..., Laws of 1991 (SHB 1833) is enacted before July 1, 1991, this act shall be null and void.

 

     NEW SECTION.  Sec. 4.  If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
