     AN ACT Relating to family impact statements; and adding a new section to Title 26 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to Title 26 RCW to read as follows:

     Governmental entities shall submit a statement and hold hearings to show the potential impact of a proposed action on the rights of parents and family units formed by blood, marriage, or adoption prior to taking the action.  The governmental entity shall answer at least the following:

     (1) Whether the governmental action increases or reduces annual household income;

     (2) Whether the governmental action enhances or diminishes the institution of marriage and the marital commitment;

     (3) Whether the action reinforces or reduces the authority of parents, particularly in the areas of education, nurture, and supervision, and inculcation of the family's values and beliefs;

     (4) Whether the action assists the family in performing its functions or substitutes governmental activities for those functions;

     (5) Whether the action can be carried out by a lower or more local level of government;

     (6) Whether the activity can be carried out by the private sector;

     (7) What message the governmental action is sending to young people about behavior, personal responsibility, and the norms of society.
