     AN ACT Relating to the provision of accounting and fiscal services within state agencies; and adding a new section to chapter 43.88 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

     (1) The director of financial management shall appoint a budget officer for each agency.  The budget officer shall be assigned to the agency and is responsible to the director for overseeing and implementing the agency's compliance with the state budgeting, accounting, and reporting system prescribed by RCW 43.88.037 and rules adopted under RCW 43.88.037.

     (2) Each budget officer is an employee of the office of financial management.  Each agency is responsible for providing office support services and assistance for its assigned budget officer, including office space, office facilities and equipment, the services of agency employees, and other services and assistance required for the budget officer to carry out his or her responsibilities under this section.  The director of financial management may assign a single budget officer for a number of small agencies.  As determined by the director, agencies sharing a budget officer also shall share in providing or paying for the support services and assistance for the officer.  The office of financial management is responsible for paying the salary and state employee fringe benefit expenses for each budget officer.

     (3) The director shall adopt a schedule for the initial appointment of agency budget officers under this section.  However, by January 1, 1992, each agency shall have a budget officer appointed by the director.
