AN ACT Relating to budgets submitted by the governor; and adding new sections to chapter 43.88 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 43.88 RCW to read as follows:
Biennial budgets submitted by the governor pursuant to RCW 43.88.060 shall provide an adjustment for inflation for all purchased goods and services. The inflation adjustment amount shall be the estimated amount approved by the economic and revenue forecast council for the ensuing biennium.
NEW SECTION. Sec. 2. A new section is added to chapter 43.88 RCW to read as follows:
Budgets submitted by the governor pursuant to RCW 43.88.060 shall link any increase in the salaries of teachers or state employees with an equal increase in the level of department of social and health services vendor rates and grant standards.
