Read first time March 11, 1991.  Subsidizing county losses involved in vehicle title and registration activities.


     AN ACT Relating to motor vehicle title and registration services performed by counties; and adding new sections to chapter 46.01 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 46.01 RCW to read as follows:

     The motor vehicle services account is created in the custody of the state treasurer.  All receipts from section 2 of this act shall be deposited into the account.  Expenditures from the account may be used only to reimburse counties that collect motor vehicle title and registration fees under RCW 46.01.140 as an agent of the director and in which the previous year's allowable operational costs of acting as an agent of the director exceeded the year's total revenue from the collections, as determined by the director.  Only the director of licensing or the director's designee may authorize expenditures from the account.  The account is subject to allotment procedures under chapter 43.88 RCW, but no appropriation is required for expenditures.  At the end of each fiscal year, the director of licensing shall return any surplus in the account on a pro rata basis to counties that remitted moneys under section 2 of this act.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 46.01 RCW to read as follows:

     The department of licensing and any county that collects motor vehicle title and registration fees under RCW 46.01.140 as an agent of the director shall transmit two cents per transaction to the state treasurer to be deposited in the motor vehicle services account established in section 1 of this act.
