     AN ACT Relating to student housing needs at higher education institutions; creating new sections; providing an effective date; providing an expiration date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      (1) The higher education coordinating board shall appoint a student housing needs task force to consist of fifteen members selected as follows:

     (a) Two members of the house of representatives appointed by the speaker of the house of representatives, one from each political party;

     (b) Two members of the senate appointed by the president of the senate, one from each political party;

     (c) Six representatives from the state's four-year institutions, one from each four-year institution;

     (d) Two representatives of students from the state's four-year institutions, one undergraduate student representative and one graduate student representative;

     (e) One representative from the council of presidents;

     (f) The director of the department of community development; and

     (g) The director of the higher education coordinating board, who shall serve as chair.

     (2) The chair shall be a nonvoting member, except in the case of ties.

     (3) The director of the higher education coordinating board shall appoint the nonlegislative members of the task force within sixty days from the effective date of this section.

     (4) Staffing shall be provided by the higher education coordinating board.

     (5) The task force shall meet at such times as determined by the chair.

 

     NEW SECTION.  Sec. 2.      (1) The task force shall conduct a study to determine the present and future housing needs of undergraduate and graduate students at the state's four-year institutions.

     (2) In conducting the study, the task force shall:

     (a) Inventory existing student housing, indicating the number of units by provider, type of units, and housing costs;

     (b) Review the existing housing policies of the state's four-year institutions;

     (c) Examine the changing demographics of the student population of the state's four-year institutions and students' need for housing by housing type such as housing for married students, single parent students, and single students;

     (d) Make projects for future student housing needs for a five-year period and by type of student housing needed;

     (e) Examine and determine financial strategies and methods to assist the state's four-year institutions, nonprofit organizations, and for-profit businesses in the financing of student housing;

     (f) Take any other action relating to carrying out this section; and

     (g) Provide a written report to the house of representatives housing and higher education committees and the senate higher education committee by December 1, 1991, presenting the recommendations of the task force.

 

     NEW SECTION.  Sec. 3.      Sections 1 and 2 of this act shall expire January 1, 1992.

 

     NEW SECTION.  Sec. 4.      This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1991.  The director of the higher education coordinating council may take such steps as are necessary to ensure that this act is implemented on its effective date.
