AN ACT Relating to elections; adding a new section to chapter 29.62; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The Washington legislature recognizes the right of the citizens to have confidence in the integrity of the election process. This act shall be known as the 1991 election integrity act.
NEW SECTION. Sec. 2. A new section is added to chapter 29.62 RCW to read as follows:
(1) The official ballot count results must be from the count immediately following the closure of the polls, and counted by precinct election officers at the precinct polling place; or
(2) The official ballot count results must be by count at the precinct polling place, under direct observation of the precinct election officers, by an instrument that cannot alter the election results by preprogramming.
This section shall not prohibit additional election ballot count by election central, provided it is made from duplicate ballots and the official results are those counted at the local precinct.
