     AN ACT Relating to education; adding new sections to chapter 28A.600 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.      The community service as an alternative to suspension program is established to provide an appropriate educational alternative to out of school short or long-term suspension of students in grades six through twelve.  One or  more schools within a school district may assign students to community service activities in place of out of school suspension.  In such cases it is the responsibility of the school district to coordinate the placement and supervision of such students in the community.

 

     NEW SECTION.  Sec. 2.      The superintendent of public instruction may grant such funds as are appropriated to selected school districts or school district cooperatives for the purpose of establishing and maintaining community service as an alternative to suspension projects.  Grant applications shall:

     (1) Enumerate specific activities to be carried out as a part of the project;

     (2) Include budget plans for the project and any additional anticipated sources of funding, including private grants and contributions, if any;

     (3) Provide plans for the supervision of students when they are involved in community service activities;

     (4) Identify evaluation and accountability measures to be used to measure project success; and

     (5) Include written statements of support from the district's board of directors, the district's superintendent, the principals and staffs of the buildings affected by the grant, as well as statements of support from parents, businesses, public agencies, and community organizations.

 

     NEW SECTION.  Sec. 3.      The superintendent of public instruction shall adopt rules under chapter 34.05 RCW to carry out the purposes of sections 1 and 2 of this act.

 

     NEW SECTION.  Sec. 4.      Each grant recipient shall submit such reports regarding the progress of the project as are specified by the superintendent of public instruction.  The superintendent of public instruction shall submit a report to the legislature, including its findings and specific recommendations, evaluating the progress of the program, by December 15, 1994.

 

     NEW SECTION.  Sec. 5.      Sections 1 through 3 of this act are each added to chapter 28A.600 RCW.
