     AN ACT Relating to lobbying and lobbying related activities of former members of the legislature; and adding a new section to chapter 42.21 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 42.21 RCW to read as follows:

     (1) A person who has been a member of the Washington state legislature shall not, within a period of two years immediately following termination of the person's service as a member of the legislature:

     (a) Accept employment with, enter into any contract with, or provide employment or contract services to a public agency if the terms of the employment or contract require or permit the person to lobby members of the state legislature, to provide "legislative liaison" functions with the state legislature, or to conduct or arrange communications with members or committees of the state legislature on behalf of the public agency; or

     (b) Accept employment, enter into any contract, or provide employment or contract services if the terms of the employment or contract require the performance of activities for which registration with the public disclosure commission as a lobbyist is required under chapter 42.17 RCW.

     (2) For the purposes of this section:

     (a) "Lobby" has the meaning prescribed by RCW 42.17.020.

     (b) "Public agency" means the executive or judicial branch of the government of this state or any division or agency thereof or any unit of local government in this state or any division or agency thereof.

     (3) This section does not apply to a person's employment as an elected official.
