     AN ACT Relating to funding for full-time equivalent employees; amending RCW 43.88.080; adding a new section to chapter 43.88 RCW; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     Sec. 1.  RCW 43.88.080 and 1973 1st ex.s. c 100 s 5 are each amended to read as follows:

     (1) Adoption of the omnibus appropriation bill or bills by the legislature shall constitute adoption of the budget and the making of appropriations therefor.  A budget for state government shall be finally adopted not later than thirty calendar days prior to the beginning of the ensuing biennium.

     (2) Adoption of the omnibus appropriation bill or bills by the legislature must include an estimate of the full-time equivalent employees funded in each year of the biennium.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 43.88 RCW to read as follows:

     The director of financial management shall provide to the governor and legislature, by the second Monday of each December, the number of full-time equivalent employees currently employed by each agency of state government.

 

     NEW SECTION.  Sec. 3.      (1) For the 1991/93 omnibus appropriation bill or bills, the director of financial management must provide an estimate of the full-time equivalent positions that were filled on the second Monday of December 1991.  The available positions not filled lapse on that date.

     (2) The legislature may redirect funding to agencies that are determined to have been understaffed and as a result are unable to meet their mission.

 

     NEW SECTION.  Sec. 4.      This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
