     AN ACT Relating to higher education; and adding a new section to chapter 28B.10 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.10 RCW to read as follows:

     (1) The higher education coordinating board shall annually develop information on the approximate amount of state subsidy that students in each tuition category are receiving.  The information may include consideration of the following:  Expenditures included in the educational cost formula, revenue forgiven from waived tuition and fees, state-funded financial aid awarded to students at public institutions, and all or a portion of appropriated amounts not reflected in the educational cost formula for institutional programs and services that may affect or enhance the educational experience of students at a particular institution.  Beginning July 30, 1992, the board shall annually provide the information to each state-supported four-year institution of higher education and to the state board for community and technical colleges for distribution to community and technical colleges.

     (2) Beginning with the 1992 fall academic term, each institution of higher education as defined in RCW 28B.10.016 shall provide students at the institution in each tuition category with information on the approximate amount that the state is subsidizing their education.  The amount of state subsidy shall be based on the information provided by the higher education coordinating board under subsection (1) of this section.  Institutions may use any informational format that is appropriate for their students, including, but not limited to, posters, handouts, and information in students' registration packets.
