     AN ACT Relating to establishing a rural health access account; and adding a new section to chapter 43.70 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.70 RCW to read as follows:

     The rural health access account is created in the custody of the state treasurer.  The account may receive moneys through gift, grant, or donation to the state for the purposes of the account.  Expenditures from the account may be used only for assisting small and rural hospitals and for providing, promoting, or enhancing health care in rural communities.  Only the secretary of health or the secretary's designee may authorize expenditures from the account.  No appropriation is required for an expenditure from the account.  In any biennium, administrative expenses related to the account shall not exceed an amount equal to one-half of one percent of the revenue to the account in that biennium.
