TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The founders of this nation envisioned a "citizen legislature"; and
WHEREAS, A citizen legislature may be best achieved by guaranteeing a turnover in elective office; and
WHEREAS, It is not necessary to establish or require any conditions or qualifications for office other than those already in place beyond a limitation of time any individual can serve in a specific house of Congress;
NOW, THEREFORE, Your Memorialists respectfully pray that Congress propose an amendment to the Constitution of the United States of America requiring that no person shall be eligible to be elected to a specific house of Congress beyond a term of twelve years.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
