     TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

     WHEREAS, Cable television service is not available in the state of Washington to all persons who desire the service; and

     WHEREAS, Inadequate cable television service may be due to lack of effective competition in the industry; and

     WHEREAS, Because of federal preemption of control of the cable television industry, state and local governments have little capability to effect improvements in cable television service; and

     WHEREAS, Congressional concern is evident in the filing of a number of bills concerning cable television service;

     NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress enact legislation that would allow state and local governments sufficient authority to mandate improved cable television service.

     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and to each member of Congress from the State of Washington.
