     AN ACT Relating to school pedestrian safety; adding a new section to chapter 28A.230 RCW; creating a new section; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.230 RCW to read as follows:

     Effective September 1, 1993, every pupil attending grades kindergarten through six of the public schools shall annually receive instruction in pedestrian, bicycle, and school bus safety.

 

     NEW SECTION.  Sec. 2.      By December 1, 1992, the superintendent of public instruction shall develop and distribute to school districts instructional material that may be used by the districts in providing the pedestrian, bicycle, and school bus safety instruction required in section 1 of this act.

 

     NEW SECTION.  Sec. 3.      (1) The sum of one hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the public safety education account to the superintendent of public instruction to prepare, print, and distribute the instructional material required in section 2 of this act.

     (2) The sum of six hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the public safety education account to the state patrol to fund additional safety education officers to assist school districts in providing instruction in student pedestrian, bicycle, and school bus safety.

     (3) The sum of two hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the public safety education account to the traffic safety commission to conduct annual driver education programs designed to inform motorists of pedestrian and school bus laws.
