     AN ACT Relating to reducing legislative per diem and appropriations to the governor as an incentive for concluding extraordinary sessions of the legislature; adding a new section to chapter 43.88 RCW; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.88 RCW to read as follows:

     (1) For each day after the first ten days of an extraordinary session of the legislature pursuant to Article II, section 12(2) of the state Constitution, one percent shall be deducted from the monthly salary of all employees of the governor's office and of the executive policy division of the office of financial management or its successor agency, and the director of financial management shall remove from appropriated status an equivalent amount of the state general funds appropriated for the operation of the office of the governor and for the operation of the office of financial management.

     (2) The funds removed from appropriated status under this section, together with the moneys identified in RCW 44.04.120(2), shall be deposited in the state conservancy account hereby created in the state treasury.  Moneys in the account may be appropriated by the legislature solely for the purpose of acquiring or improving lands for wildlife habitat, conservation, or public recreation purposes.

 

     NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
