Creating the office of child labor law education.


     AN ACT Relating to industrial welfare; adding new sections to chapter 49.12 RCW; making an appropriation; and providing a contingent effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 49.12 RCW to read as follows:

     There is created under the director, an office of child labor law education.  The purpose of the office of child labor law education is to assist employers in meeting and applying child labor law standards and regulations.

 

     NEW SECTION.  Sec. 2.  A new section is added to chapter 49.12 RCW to read as follows:

     Using the powers set forth under RCW 43.22.270, the director shall establish a user fee to provide for fifty percent of the costs of the office of child labor law education.  The director shall procure the user fee revenues solely from minor work permit applicant fees.

 

     NEW SECTION.  Sec. 3.      The sum of ninety thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1993, from the general fund to the department of labor and industries for the purposes of funding the remaining fifty percent of the office of child labor law education's budget that is not funded by the user fee established under section 2 of this act.

 

     NEW SECTION.  Sec. 4.      Sections 1 through 3 of this act shall take effect on October 1, 1991, or when the legislature provides the necessary funding to pay the fifty percent of the office of child labor law education's annual costs not met by the user fee under section 2 of this act.
