AN ACT Relating to the official ballot count in elections; adding a new section to chapter 29.30 RCW; and creating new sections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature recognizes the right of the citizens to have confidence in the integrity of the election process.
NEW SECTION. Sec. 2. A new section is added to chapter 29.30 RCW to read as follows:
(1) The official ballot count results shall be from that count immediately following the closure of the polls, and which is counted by precinct election officers at the precinct polling place; or
(2) By count at the precinct polling place, under direct observation of the precinct election officers, by an instrument which cannot alter the election results by preprogramming.
This section shall not prohibit additional election ballot counts by election central, provided the counts are made from duplicate ballots and the official results shall be those counted at the local precinct.
NEW SECTION. Sec. 3. This act shall be known as the 1991 election integrity act.
