Read first time 02/07/92.Prohibiting government purchase of tropical hardwood products.


     AN ACT Relating to government purchasing; adding a new section to chapter 43.19 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 43.19 RCW to read as follows:

     (1) After December 31, 1992, the department of general administration and any city, county, or taxing district in the state of Washington, shall not buy any products made from tropical hardwoods.

     (2) The department of general administration shall adopt rules defining "tropical hardwood" and "products made from tropical hardwood."   The definition of "products made from tropical hardwood" shall not include paper products.

     (3) The department of general administration may grant exemptions to subsection (1) of this section upon application by a state agency or city, county, or taxing district:

     (a) To maintain historical or architectural integrity for structures in existence on December 31, 1992; or

     (b) For a particular product upon a finding by the director of general administration that no cost-effective substitute is available.

 

     NEW SECTION.  Sec. 2.      This act shall not be construed as affecting any existing right acquired or liability or obligation incurred before the effective date of this act.
