     AN ACT Relating to supporting threatened or endangered food fish; amending RCW 46.16.605; and adding a new section to chapter 46.16 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

     NEW SECTION.  Sec. 1.  A new section is added to chapter 46.16 RCW to read as follows:

     (1) A resident of this state may, in addition to the application required by RCW 46.16.040, apply to the department for a set of license plates designed by the department that indicates the recipient of the plates supports the state's efforts to protect and enhance salmon and other food fish listed as threatened or endangered by the national marine fisheries service pursuant to the federal endangered species act.

     (2) In addition to the regular registration fee and any other fees and taxes required to be paid upon registration, the applicant shall be charged a fee of twenty dollars.  In addition to the regular renewal fee and in addition to any other fees and taxes required to be paid, the applicant for a renewal of such plates shall be charged an additional fee of fifteen dollars.

     (3) Fees received by the department for purchase of special license plates described in this section shall be deposited to the state wildlife fund in accordance with RCW 46.16.605.

     (4) The plate shall remain with the recipient upon transfer or other disposition of the vehicle, and may be used on another motor vehicle registered to the recipient in accordance with RCW 46.16.595 for such transfers.

 

     Sec. 2.  RCW 46.16.605 and 1988 c 36 s 27 are each amended to read as follows:

     All revenue derived from the fees provided for in RCW 46.16.585 shall be forwarded to the state treasurer and be deposited to the credit of the state wildlife fund to be used for the preservation, protection, perpetuation, and enhancement of nongame species of wildlife including but not limited to song birds, raptors, protected wildlife, rare and endangered wildlife, aquatic life, and specialized-habitat types, both terrestrial and aquatic, as well as all unclassified marine fish, shellfish, and marine invertebrates.

     Administrative costs incurred by the department of licensing as a direct result of RCW 46.16.560 through 46.16.605, section 1 of this act, and 77.12.170 shall be appropriated by the legislature from the state wildlife fund from those funds deposited therein resulting from the sale of personalized license plates and license plates issued under section 1 of this act.  If the actual costs incurred by the department of licensing are less than that which has been appropriated by the legislature the remainder shall revert to the state wildlife fund.
