      Provides for petition and election procedures to create a citizen's review committee to alter local governments.

      Specifies the membership of the committees and directs the submission of a ballot proposition to alter local governments.

      Provides for dissolution of the committees.

      Specifies the duties and responsibilities of the department of community development in assisting the review process.

      Provides a funding mechanism through alteration of sales and use taxes.

      Takes effect on the same date as the proposed amendment to Article XI of the state Constitution.
