      Specifies the purposes of early childhood education for low-income children.

      Establishes revised goals of the Basic Education Act for the schools of the state.

      Directs that class sizes and configurations shall be constructed to meet the individual needs of students as learners.

      Encourages professional staff at each school to be given sufficient program and budget authority and accountability to accomplish the Basic Education Act goals.

      Revises educational goal requirements for private schools.

      Revises graduation requirements for high school students.

      Establishes the commission for the assessment of student learning to prescribe performance standards for students, and to establish a state examination system.

      Repeals various provisions of chapter 28A.230 RCW.

      Repeals RCW 28A.165.070.

      Directs the superintendent of public instruction to evaluate distribution formulas for allocating learning assistance funds to school districts and make recommendations on such formulas to the legislature by December 15,1991.
