      Authorizes sewer and water districts to provide its commissioners with the same health, group, or life insurance provided to its employees.

      Authorizes water districts to adopt a water conservation plan and emergency water use restrictions and to impose fines for violations.

      Authorizes the districts to operate and maintain a park or recreational facility on its property.

      Provides for a security deposit in lieu of a bond on leased real property of the districts.
