      Provides that employee deductions for insurance or self-insurance plans may be authorized only for plans approved by the health care authority under RCW 41.05.075.

      Requires minority and women-owned firms to be given maximum opportunities to compete for contracts.

      Requires a list of approved insurance plans to be filed with the office of financial management beginning January 1, 1992.
