      Declares that no person may perform acupuncture unless licensed.

      Provides that acupuncture includes therapeutic massage, breathing, and exercise techniques based on traditional Asian medical theory.

      Repeals RCW 18.06.910 and 18.06.911.

      Authorizes treatment of alcoholism or chemical dependency by acupuncture.
