      Requires the director of general administration to develop and implement a state agency transportation and parking management program, including alternatives to the single-occupant automobile.

      Establishes fees and charges for parking and transportation programs.

      Creates a parking and transportation management advisory committee to study the effectiveness of the program and submit a report by July 1, 1994.

      Repeals RCW 46.08.172.
