HB 1585 - DIGEST

 

      Creates the office of the public advocate.

      Establishes, within the office, the division of citizen complaints to receive and investigate complaints relating to the administrative action or inaction of an agency.

      Requires the complainant to be informed in writing of any findings.

      Creates the division of dispute resolution to provide mediation, conciliation, and other third-party services.

      Provides a fine of up to one thousand dollars for willful obstruction of the lawful exercise of the public advocate's office.

      Transfers the office of crime victims' services from the department of community development to the public advocate's office.

      Transfers some responsibilities of the department of labor and industries to the public advocate's office.

      Repeals RCW 7.68.160.
