                              (DIGEST AS ENACTED)

 

      Authorizes the governing body of a local government to individually, or jointly with other entities, self-insure.

      Creates the property and liability advisory board and the health and welfare advisory board and establishes membership and duties of each board.

      Directs the state risk manager to adopt rules governing the operation of self-insurance programs.  Risk manager approval requirements established.  Examination of local self-insurance programs to occur at least once every two years.

      Regulates the investment of any assets of the programs.

      Exempts the self-insurance programs from certain taxes and fees.

      Establishes conditions for immunity from civil liability actions.

      Repeals provisions of chapter 48.62 RCW.
