      Directs any county providing incentive rates to citizens using residential collection services for recyclable materials to also provide identical incentives to citizens transporting the materials to a local recycling facility.

      Exempts vehicles picking up recyclables from parking violations.

      Establishes civil penalties for unauthorized removal of recyclables.
