      Creates the state agricultural labor relations board.

      Declares that employees have the right to self-organization and to bargain collectively.

      Specifies unfair labor practices for an employer, and for an employee organization.

      Establishes procedures for the determination of bargaining representatives.

      Empowers the board to prevent any person from engaging in an unfair labor practice.

      Provides penalties for violations of the act.
