      Authorizes two or more contiguous counties to establish a regional transit authority to develop and operate a high capacity transportation system.

      Specifies procedures for the formation of the regional transit authority.

      Designates the governing board membership.

      Designates the powers and duties of the authority.

      Provides for the transfer of local government powers to the authority.

      Provides for the acquisition of existing systems.

      Limits bonding indebtedness for the regional authority.

      Authorizes the formation of local improvement districts.

      Revises existing transit system provisions.
