HB 2790 - DIGEST

      Provides for the submittal of a ballot proposition authorizing the creation of a community college benefit district for the purpose of funding costs associated with improving the quality of instruction at community colleges.

      Provides for public hearings on the proposition.

      Imposes an excise tax on employers, public and private.

      Creates a board of trustees to manage the community college benefit district.
