(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires every applicant registering as a contractor for the first time to receive a package of information from the department of revenue concerning state tax laws and reporting requirements.

      Provides that an applicant who fails to sign for the information shall not be registered as a contractor.

      Directs the department of revenue to conduct a study of compliance with the excise tax laws within the construction industry.

      Requires a report by December 15, 1993.
