      Declares that every local government employee has the right to report to the appropriate person or persons information concerning an alleged improper governmental action.

      Provides that it is unlawful for any local government official to take retaliatory action against an employee who makes a report.

      Prescribes penalties for retaliatory actions.

      Creates the local government administrative hearings account.
