      Provides for the continuation of the task force through June 1994.

      Creates an office of public defense services to provide technical assistance to local governments and to develop guidelines for distributing funds to assist local governments in providing indigent defense services.

      Makes various appropriations to carry out the purposes of the act.

      Declares an emergency and takes effect immediately.
