SB 5122 - DIGEST

      Requires the attorney general to develop guidelines to assist governmental agencies in evaluating policies that have constitutional implications in the taking of property.

      Authorizes the owners of property which is taken improperly to receive an award of costs and attorney fees incurred in establishing their claims.
