      Provides that a person is guilty of a gross misdemeanor if he or she performs the functions of a private security guard without obtaining a license.

      Establishes the requirements to obtain a private security guard license.

      Provides exemptions for designated individuals.

      Designates prohibited acts which constitute grounds for disciplinary action.

      Provides for civil penalties for violations of the act.

      Requires security guards and private security companies to maintain minimum insurance coverage.

      Directs the criminal justice training commission to establish a program for issuing firearm certificates.

      Makes unspecified appropriations to carry out the purposes of the act.
