      Requires a court order to install or use a pen register or a trap and trace device.

      Provides that violations shall be gross misdemeanor offenses.

      Requires the administrator for the courts to maintain records of filed applications, the disposition of the applications, and the number of criminal investigations for an annual report to the legislature.
