(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Authorizes waiving or reducing the tuition or fees for low-income students wishing to attend summer schools and take the specified courses of instruction.

      Provides school supplies free of charge to the students.

      Requires notification of the reductions to all parents or guardians.

      Makes an appropriation of four hundred thousand dollars to carry out the purposes of the act.
