      Expands the elements of the plan to enhance the water quality of Puget Sound.

      Requires counties and cities to adopt a storm water management program as a prerequisite to receipt of state grants or loans.

      Requires storm water controls in transportation projects.

      Requires persons selling property to provide information regarding existing septic systems.

      Establishes a pilot project to encourage the proper disposal and recycling of waste motor oil.

      Authorizes civil penalties to be placed in the water pollution control account.

      Provides criminal penalties for specified violations.

      Requires the department of ecology to establish a schedule for inspection of facilities subject to discharge permits.

      Authorizes citizen suits for water quality enforcement.

      Extends expiration date for the Puget Sound water quality management plan to June 30, 1998.

      Makes appropriations to carry out the purposes of the act.
